For small towns and cities
One ledger for your whole town.
Civic Platform is an affordable, all-in-one operations system. Utility billing, municipal court, code enforcement, the tax office, permits and resident requests share one database, one login and one resident balance, instead of a separate vendor for each department.
Resident account

| Department | Charge | Amount |
|---|---|---|
| Utilities | Water & sewer, October | $48.20 |
| Tax office | Property tax, 2nd half | $612.00 |
| Permits | Fence permit fee | $35.00 |
| Court | Parking citation | $25.00 |
| One balance | $720.20 | |
Small towns pay big-city prices for disconnected systems.
A separate vendor for utility billing, another for the court, another for taxes. Each has its own contract, its own login and its own copy of the same residents.
Residents get a different bill from every office and stand in more than one line. Staff re-key the same address three times and still can't see what someone owes the town as a whole.
What's included
Built and working today. Each department posts its charges to the shared resident ledger.
-
Utility billing
Water, sewer, electric, gas and trash accounts. Meters, readings, bills, and payment plans for residents who need them.
-
Municipal court
Citations, cases and hearings, with fines and fees that land on the same resident balance as everything else.
-
Code enforcement
Violations from first notice to resolution, with documents and photo evidence kept on the case.
-
Tax office
Property tax accounts, yearly assessments and tax bills, posted to the shared ledger.
-
Permits & licensing
Issue permits and licences and charge their fees to the resident's account.
-
Resident portal & 311
Residents see their whole balance, pay online and report potholes, streetlights or code complaints from one account.
-
Online payments
Card payments through the town's own Stripe account, so money goes straight to the town. Receipts are emailed automatically.
-
Reports & imports
Reports for the clerk and council, and CSV import to bring residents and accounts over from the system you have now.
Police and fire/EMS records management is on the roadmap and not yet available.
Your town owns it
Civic Platform isn't a shared cloud service. Each town gets its own installation.
-
Your server, your data
Your town's system runs on its own server, with its own database. No other town's data sits alongside yours.
-
Your choice of vendors
Payments go through your town's own Stripe account and email through your own provider. We recommend defaults, and you're never locked in.
-
We set it up and support it
We install it, help move your records over, train your staff, and keep it updated and supported after go-live.
Built for public records
Town data is residents' data. The safeguards are in the software, not just in a policy.
- Role-based access. Clerks, court staff and administrators each see only what their role allows.
- Audit log. Sign-ins, failed attempts included, and key staff actions are recorded.
- Encrypted ID scans. Identity documents attached to payments are encrypted at rest and purged on a retention schedule.
- Money records stay put. Citations are voided with a reason rather than deleted, and a charge that has payments against it can't be deleted.
- Accessible. Built with screen readers and keyboard use in mind. See our accessibility statement.
